President Donald Trump’s lawyer Rudy Giuliani is so desperate to defend his client against impeachment that he is making stuff up about what the Constitution says in order to justify his crimes.
Giuliani is in Ukraine again meeting with disgraced former Ukrainian officials seeking dirt on former Vice-President Joe Biden on Trump’s behalf, the very actions that touched off the impeachment inquiry and will now result in articles of impeachment.
Seeking election aid from foreign nationals is illegal, as is Trump’s attempt to bribe Ukraine into doing his bidding, which he did according to a transcript of his July 25 phone with Ukraine President Zelensky when he asked for a “favor” in exchange for the release of military aid the country needs to fight Russian aggression.
But on Thursday morning, Giuliani claimed that everything Trump did is legal via the Constitution.

Art 2, Sec. 3 of the US Constitution obligates the President to investigate and ask for investigations of corruption in countries we provide funds to.

As a former federal prosecutor, one would think that Giuliani has read the Constitution he is citing, but apparently not. Because Article 2 Section 3 only outlines the president’s power to convene Congress and deliver a State of the Union.
He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.
Again, Giuliani somehow thinks the American people are incapable of reading. All one has to do is read the section he cited to realize that he is clearly lying. The Constitution gives the president no such powers to ask a foreign nation to investigate a political rival. Congress approved military aid for Ukraine, and Trump can’t use it to extract political favors for himself. That’s exactly what he did, and that’s why he is being impeached.
